Richmond Tidbits

A Mayor/Council type of government is used in Richmond, Virginia. The mayor serves full-time during a four-year term of office, and represents the entire city. He is selected at large by a majority of voters by a minimum of five of the nine council districts in Richmond.

The mayor acts as the CEO (Chief Executive Officer) with responsibilities that include funding transfer matters, making recommendations on revenue, and making recommendations on revenue. The nine members of the City Council are selected to part-time, four-year terms by voters of the districts they represent. The responsibilities of the Council include appointing members to various commissions and boards, setting policies for Richmond, adopting the annual budget, and levying taxes.

Other locally elected officials include the treasurer, Sherriff, the Attorney of the Commonwealth, and the Clerk of the Circuit Court. The CAO (Chief Administrative Officer, is designated after being approved by the City Council, He is only answerable to the Mayor, and is responsible for the everyday operations of the municipality. A member of City Council presides over the Council meetings and is selected by a majority of his peers.

An elected Richmond School Board is responsible for the program of education. The school system is headed by a Superintendent and is a separate administrative organization.

The pioneers enjoyed some good luck after two unsuccessful tries to settle this location which was advantaged naturally for transportation and trade. The building of Fort Charles started drawing many new pioneers by 1644. It wasn't long before the settlement grew into a thriving trading post for tobacco, hides, and furs.

In 1737, a Colonel named William Byrd II established Richmond. From his father, he inherited the previous Stegg property on either side of the James River he became known as the Father of Richmond. In 1733, he visited the area and planned to establish a settlement. In 1737, a map of Richmond was developed by his friend named William Mayo and lots were beginning to be sold.

In 1742, the population was only 250 people after it became a town. The State Capitol was relocated temporarily from Williamsburg to Richmond from at the behest of the General Assembly in early 1780. This location was desired because it was a central location that was less exposed to the wrath of the British. Richmond was incorporated as a city and formally became the new capital of Virginia in 1782, which was only eight months after the British surrendered at Yorktown. The first City Charter for Richmond was legalized that same year.

Even after Reconstruction ended, the Confederate history of Richmond was kept alive as Richmond experienced some rather dramatic changes. In 1877, Monument Avenue was established and was constructed to honor such important men of the Confederacy as General Thomas Stonewall Jackson, Robert E. Lee, and Jeb Stuart in addition to a man named Matthew Maury, who was an oceanographer of some prominence.

The first successful trolley system in the nation opened in Richmond in 1888. An electric power pioneer named Frank Sprague designed the system and it wasn't long before the trolley system replaced horse-drawn trolleys. cars. The street railroad system that was developed during the late 1800's and the early 1900's resulted on some welcome economic relief to Richmond.

Richmond was helped out of the economic slump that resulted from the Great Depression by the tobacco industry. Within five years the economy of Richmond started booming thanks to the Philip Morris who produces tobacco and others. From 1935 through 1936, the value of real estate had increased some 250%.

In 1950, Richmond was introduced to new uses for natural gas as the community after WW II ended. Also, in 1952, the highest production of cigarettes in the history of Richmond occurred at an amazing 110 billion per year.

In 1958, the Richmond-Petersburg Turnpike, which was initially approved for some 15 exits, opened and revolutionized travel. It wasn't long before toll road was designated I-95 through Richmond. However, the highway divided into I-95 South and I-85 at close by Petersburg.

In 1972, the James River flooded Richmond when Hurricane Agnes poured some 16 inches of rain over central Virginia. The flood waters in the James River reached an incredible 6.5 feet higher than the historical 200-year-old record. In order to prevent the rising waters from the James River from ever overflowing again, some 13 years later, a multi-million-dollar floodwall was constructed.

The citizens of Richmond elected L. Wilder as the first African American governor in the United States, in order to validate their place in the civil rights movement. In 1990, Wilder, who was the grandson of former slaves, was sworn in as the governor of Virginia.

The expanded floodwall opened up parts of the riverfront for development following many years of decline in the economy in the downtown area. In the early 2000's, revitalization efforts brought a 1.25-mile corridor of hotels, shops, restaurants, and trendy apartments. The corridor is situated where the old Haxal Canal, the Kanawha Canal, and the James River flowed at one time.
